The company was founded in 1985 by the late Dr. Adrian Scarlat. In 1996, Eng. Vadim Shenkar joined as a senior partner and has since led the company to numerous achievements.

Eng. Vadim Shenkar holds a Master’s degree in Civil Engineering (1989) and specializes in providing unique solutions that maximize cost savings and reduce project execution time.

He holds a Russian Federation patent for a vehicle/railway tunnel and serves as a senior consultant to the Planning Administration of the Ministry of the Interior in the fields of bridges, tunneling, water and desalination, ports and marine structures, and construction engineering.

To date, the company has designed dozens of vehicular and railway bridges, seawater desalination plants, wastewater treatment facilities, public and industrial buildings, and high-rise structures.
